The person in charge of the Planning and Land Commission of Shenzhen said that the “Regulations” ensure the openness and effectiveness of public space, and promote the creation of more public space in the project design. First, the definition of public space should be more open to all citizens or the public. The second case is to expand the application of public space belonging to the nuclear building area. The "Rules" requires 24 hours of public access to the public on the building floor (including the first floor), which is open to all citizens of the public according to the urban planning requirements. The effective width of the traffic lane is not less than 4m, and the net height is not less than 5m. The net width is not less than 3.5m, and the net height of the beam bottom is not less than 3.6m. Part of the overhead of the first floor of the building or other floors connected to the public access of the city, as a public space open to the public for 24 hours free of charge, the net height of the beam bottom is not less than 5.4m.
In addition, the “Regulations” specifically stipulates the light environmental impact of complaints from residents around the office building: requiring the construction and renovation of residential, party and government office buildings, hospital outpatient emergency departments and ward buildings, primary and secondary schools, nurseries, kindergartens, and nursing homes.
